Are Climate Finance Mechanisms (e.g., Carbon Credits, Climate Adaptation Funds) Benefiting Those Who Need Them the Most?
Globally and in Africa, there is growing concern that climate finance is neither adequate nor equitably distributed. This policy brief examines the structure, flow, and effectiveness of key climate finance instruments, including carbon credits, adaptation funds, and REDD+ in reaching marginalized populations. With a focus on global trends and specific insights from Africa and Ghana, we assess successes and shortfalls, illustrate findings with case studies, identify critical gaps and challenges, and outline opportunities for reform. The goal is to provide evidence-based guidance to policymakers on how to ensure climate finance truly supports those who need it most.
